Only requires a .Net runtime, and SQL drivers to be installed and can be used in any bottle you want to add automation to.
Preferably this should also have the dotnet nuget tools (nuget.exe) to install .net assemblies from the nuget package archive for use in your scripts.

I installed both linqpad, and nuget using the .zip install, and added them to the PATH.
And - though i have not tried this yet should have the .net port of dbus to allow the scripts to allow windows tools to script/interact with the hosting Linux desktop:
