Icepac is a high-frequency (1.5 to 30MHz, abbreviated HF) propagation prediction program. It is part of a free package available from the U.S. government called ITSHF. The package also includes two other propagation prediction programs, VOACAP and REC533. Icepac (and VOACAP and REC533) can be run by a program in the package called Pointwin. It is more commonly run by a program for digital amateur radio called Airmail3. (See http://id3431.securedata.net/siriuscyber/) Airmail contains a list of HF stations which can provide internet access to the Winlink system. (See http://www.winlink.org/) When a station is selected from the list, Airmail sends info to Icepac, and receives output from it indicating the probability of successful communications as a function of time of day and frequency. Besides time of day and the lat/lon of the two locations, Icepac uses information like the date and current sunspot activity to estimate signal strengths over the proposed path.
