Can't get PSP8 to install anymore

I've installed the newest beta (4.0.0) clean onto my system, but now I can't get Internet Explorer installed, and since Internet Explorer is a dependency of PSP8, I can't install PSP8 either.
Internet Explorer thinks C is a network drive or something like that, and refuses to install on it.

It's just a clean install!
Does anybody else recognise this problem?
