The package you're looking at is the 64-bit (x86_64) version. You need a 32-bit (i386) version. It might be tricky to get hold of this. I don't know if there any RHEL 9 compatible systems that do 32-bit builds anymore (like CentOS 7 has an i386 AltArch build).
If it helps on Fedora 39 I had to install libxcrypt-compat to fix this issue and that worked for me. This didn't show up as missing when using cxfix or cxdiag but it did show up when looking under Help > System Information in the CrossOver interface.
