I realize that this is a specific Application use case, but the fix is related to an issue with Crossover. The Dev had submitted a bug report on this to CodeWeavers but it didn't go anywhere. Here's the fix from Pete:
*The problem with connecting with the license server is related to underlying support for http connections. AccuTerm can use two different services that Windows provides (winhttp and msxml2), defaulting to winhttp. For some reason, winhttp does not work under Wine, however, msxml2 works fine. The fix is to disable the Wine version of winhttp.dll so AccuTerm will fall back to msxml2. The registry entry to disable winhttp is included in the application configuration (crosstie) that CrossOver uses to install AccuTerm. However, in recent versions of CrossOver, this override does not appear to work anymore. I submitted a ticket to CodeWeavers about this, and got nowhere.
The workaround is to disable winhttp.dll for the entire bottle, instead of specifically for AccuTerm. If you can open a command prompt for the bottle where you have AccuTerm installed, you can use regedit to enter the override manually.

Basically create a new string value named ‘winhttp’ at the above key without any data.*
