Whether I try to download Steam via download or from the CD, it's always unable to download Microsoft XML Parser. Can I maunally download it from somewhere else and install it that way?
Hi,
MSXML3 is available as an installation target in cxinstallwizard,
after ticking 'show all service packs and dependencies'.

If you're using Crossover Games Mac, go to Crossover Games->Preferences-Installer Assistant->Tick the Hide service packs and dependencies button then Configure->Install Software and Select Microsoft XML Parser (MSXML) 3.0 and manually install it.
I haven't had a problem installing it from Steam via Download though. What Crossover Games version and platform are you on?
