Are you running via the Crosstie? Or simply installing via the Steam exe? The Crosstie(if you open Crossover, click Install and enter Steam) has all required dependencies like fonts etc. to allow this to run. I'm able to open Steam just fine in a fresh bottle, I'm on a MacBook Pro 14" with M1 Pro chip without any launch options applied.
See a similar recent thread. Meredith's answer and others explain this instability is caused by recent Steam client update. As a solution, I found that her recommendation to quit the steamwebhelper (wine64-preloader when you hover the dock icon) and patiently wait helped to overcome nothing-happen moments, and make it a bit more bearable. See other comments there for more advice like stopping all wine*** processes from Activity Monitor, and restarting Crossover.
