Is photoshop 7.0 same version as CS 2 or CS3?
Is crossover compatible with OSX Leopard

1: Yes, you can offer to pay for Crossover to make it compatible or you can vote for it in the compatibility database or you can code it yourself (not the easiest option!). Even if the app isn't listed, it may be compatible.
2: 7 is the version before CS1.
3: Yes
