In Microsoft Windows exist a program that avoid this problem (Applocal)
Exist some similar for CrossOver?

The LANG environment variable may help, if you're willing to run the app from the command line:
LANG=jp_JP ~/cxoffice/bin/wine foo.exe
(on Linux)
Won't fix the paths that are already written down in the registry though. You'd have to set it when creating a new bottle if the app depends on the paths.
