You can have that user try using a trial version of CrossOver.
For the specific case of self-contained PowerPoint presentations, I have the vague recollection that they don't work, unfortunately.
In the general case, the question is too broad. It amounts to "will CrossOver run arbitrary Windows software?". It may run some and not run others.
To run a standalone .exe which doesn't get installed, the user needs to at least create a "bottle", which is our term for a virtual Windows environment with its own virtual C: drive, registry, etc. With CrossOver Mac, one creates a bottle like so:
Once the bottle is created, the user can use the Run Command item of the Programs menu to run their .exe. They may also use File > Open. If the bottle has been made the default bottle, they can just tell the Finder to open the .exe file with CrossOver in the usual ways (drag-and-drop, double-click if the Finder is configured to open .exe files with CrossOver, etc.). There's a button on the Advanced tab of the Manage Bottles window to make a bottle the default bottle.
