I was unable to complete the installation over and over again. Then suddenly, perfect installation. Looking for variables I discovered that a thumb drive was plugged in during faulty installations. It was the SanDisk Ultra Backup 64. It has an embedded backup program that only works on windows and can't be erased. Perhaps other thumb drives create the same issue. But installing without the drive solved my problem.
