I have a Mac mini with no disk drive. I will soon have an ISO image of MS Office 2007 on a USB drive; will CrossOver see the ISO image on the USB drive?

You'll need to double-click that ISO to "mount" it, and then Crossover will be able to see it and interact with it as if it were an inserted CD. To eliminate variables, I'd recommend copying that ISO to your primary hard drive from the USB, first, then mount it, launch Crossover, and run the install.
That is good advise. I did that to install an upgrade (copied the ISO of autocad to my Hard drive) and it worked good.
Although, IDK how you can be running OS or Crossover without a Hard drive.
