Unable to use Shift inn overlay

This might tie into my previous question about CMB-Tabbing, but I am unable to use the shift key while I am in the Steam overlay (shift-tab), specifically, if I want to use a !, I get a 1. Not a dealbreaker by far, but just wondering if there is some setting to look for.
