Hi, whenever I launch Steam I see this other icon too and won't go away. Is this a known bug with CrossOver 21?

Don't bother. It is for another thread that runs some part of Steam. It should close automatically when you close Steam through its own menu option. Do not close Steam through the MacOS menu provided by CrossOver!
So there's no way to merge that process' icon with Steam's main's.

I'm not sure what you mean with "merge". It is a separate process. There's really nothing to merge. Just ignore it. If you quit Steam through its own menu, it will go away.
Edit: It is a background process that belongs to Steam. It is nothing that you usually would need to concern yourself with.
