I to was having this same issue at first. I’m not sure if you are using a VPN or not but I decided to do so during installation and set my region to the U.K. and it worked with no problem BUT here is a response I got from the fine folks at Code Weavers on the Issue:
When I followed these directions I was able to get past that 45% hump. I only needed to grant full disk permissions to C.O. to get the game to go past the hump and install it into a North America Battle.Net server. I hope one of these methods works for you! My Questions to them: "For some reason and this is going to sound crazy I can only install some things WITH my VPN on LOL. I.E. Battle.net I dunno but that's the only way I could get it to install. Even after doing all sorts of network configuring and trying even my cell data, I was always stuck at the dreaded 45%. Popped on my VPN boom! I'm in the U.S. Michigan. So unknown why I would have to be coming out of the U.K. with VPN to get it to work but that's neither here nor there I can play D4 flawlessly.

Their response: "it might be because of the region selection when installing Battle.Net. When you initially install Battle.Net Desktop app into a new bottle, it'll ask you what language, and if you selected English(UK) then it defaults to UK region. [See image attached].”

NOTE: The Private Relay feature is only available on macOS Monterey and Ventura.
To ensure CrossOver works correctly on your Mac, follow these steps:
1) Set the permissions correctly for the Mac. The primary concern is full disk access, which CrossOver needs to write to user library files. If you deny this access during setup or if the prompt doesn’t appear, CrossOver won’t be able to put the files in the right place. To check, open System Preferences —> Security and Privacy —> Full Disk Access and ensure CrossOver is checked. If it’s not, enable it and restart CrossOver.
2) Check for network issues. This is less likely but can happen depending on your region and your internet service provider’s restrictions. Some ISPs block access to certain domains, which can prevent you from downloading components. To test, use a secondary network like a mobile hotspot or a public network. If you can download on a different network, contact your ISP to see if they can help. You may also want to try disabling your Mac’s firewall. To do this, open System Preferences —> Network —> Firewall and turn it off.
