If I run the windows installer of .net Core to install that, the installer tells me the platform is unsupported, so I don't know if there's something there that Microsoft's installer sees is not "really" Windows. But at the same time I don't see how installing .net Core for Linux would work because I'm guessing the windows version of LinqPad is not going to see the linux version of .net Core?
Have you installed Wine Mono?
