Graphical tearing and font glitching can often be caused by the Lighting Quality setting within the Graphics settings. Setting this above the minimum level can cause a bug where all text on the screen glitches and tears whenever your mouse moves above any text.
The confirmed fix: With 7xx series nVidia cards (and likely all video cards), set the Lighting Quality down to the minimum settings. Depending on your drivers and card you may be able to increase the Lighting Quality, keeping it below the setting level at which tearing begins.
