For fixing Audio Issues for this game, along with Fallout 3, enter wine configuration and add the following .dlls to override the Audio, by opening the Libraries Tab of Wine configuration:

x3daudio1_7
xaudio2_6
xaudio2_7
Copy and Paste works great. Then click "apply" followed by "okay"
