Here is a link to one of the absolute best configs for TF2. It's a self installing config with a little editing of a text config file that'll auto open after you install. Read through and delete the // before commands you want, save and load TF2.
You have 4 settings, UltraHighFPS, HighFPS, HighQuality & UltraHighQuality. Depending on the hardware. I use his HighFPS setting with these launch options "-novid +mat_hdr_level 0 -dxlevel 81 -w 1280 -h 800 -heapsize 1048576 -noforcemaccel -noforcemparms -noforcemspd -console"
I average 50-60 fps on up to 24 player servers with a little decrease (5-10 fps) on 32 player servers. TF2 is a balanced game and is best on 24 people and less servers anyway.
