After receiving a Steam message in-game your crosshair may be off. Two solutions to this issue are
Solution #1:
Add
"-window -noborder" to your TF2 Launch Options. This will run TF2 full
size, but in window mode without a border so you can Alt-Tab to your in
game messages, check email, view websites. (Does not work for
everyone, not even me)
Solution #2:
In
Steam Client go to File-Settings. Then In-game Tab and uncheck the box
for "Enable Steam Community In-Game" option. This will turn off all
notifications from Steam while your in-game.
