Since there's not much servers left for Tactical Ops, you should install the Bot Unbalancer mutator. it lets you set the number of terrorists or number of counter terrorists you play with or against .

This mutator will not work with TO patch 3.50 - it runs well with patch 3.40. Both files (BotUnBalancer.ini and BotUnBalancer.int) must be placed in the TactcalOps\System directory to work
