There is currently a bug that prevents the menus from working under certain conditions. This generally happens if you are in the Classic UI mode. Classic UI mode puts the menu bar in a child window with tool bars.
If you switch to classic mode the menus work in the current instance of the application. When you restart the program, the menu is present but you can not click on it.
