Update (04/12/14): Silviu Cojocaru has found that the only part that was needed for Sanctum 2 to run properly was the .Net 4.0 tie. The other two are not needed.
--------------------------------- So I actually have Sanctum 2 running. What I did was install the cross ties for Skyrim, Rift, and .Net 4.0 in that order. It does try to install DirectX each time, but it quites and the game sort of loads. You need to alt+tab (or whatever the equivalent action would be) to get into the game.
