To try to install Quartus II web edition you need to at least install dcom95 and internet explorer 6.
Otherwise the installer will hang right away.
With IE installed the installation starts and gets almost to the end.
Then it hangs at "Registering Quartus II and installing programmer drivers" (Which have to do with their registration checks I think, or with the usb drivers for the development boards)
(It could be that there is some ok box behind the main installer window, which you can't reach)
You can kill the last two wine-preloader instances and then the installation finishes.
Then it still hangs when you start Quartus web II

install crossoveroffice 5.0 deb
export PATH=/opt/cxoffice/bin:$PATH (because I have standard wine also installed and in my path)
everywhere use default installation options
start cxbottlemanager
make new bottle: quartus_win98
choose type win98
start cxinstallwizard
install core fonts
try to install quartus_ii_web
failed (had to killall -9 wine-preloader)
restart cxinstallwizard
install dcom95
install ie6 (finishes with errorreport)
install ie6 again (no error)
install acrobat reader 5
finish cxinstallwizard
cxreboot --bottle quartus_win98
start cxbottlemanager
archive quartus_win98 bottle
start cxinstallwizard
install quartusii_50_sp1_web_edition_single.exe
stays a very long time on: Registering Quartus II and installing programmer drivers
ps -e (show all running processes)
kill the last wine-preloader (no effect)
kill the second-last wine-preloader (Registering Quartus II and installing programmer drivers disappears and installation continues)
enable talkback
installation finishes
see: Unsupported_quartus_web_ii_install.log
finish cxinstallwizard
start Quartus Web Full from menu
hangs at Initializing Quartus II ....
