Note that this could make games other then Portal run pretty crap and disable all network connections. Feel free to add to this list.
I DO NOT TAKE CREDIT FOR THIS: I simply put lots of code I found together and some of my own code.
This will give you a smother experience with an unlimited fps rate so you can now change things in the in game menu.
