All later versions of MPLAB need the DCOM object libraries, and as such need to be installed in a Win98 bottle until full .Net support is completed. Once .Net is available you ought to be able to install under Win2k/WinXP.
Support for hardware PIC programmers will vary - the serial based ones will work ok, however USB devices will need more extensive testing.
