I have found when upgrading to a new release of CrossOver (9.0.0 Beta 1) the whole of Publisher stops working so I recommend repairing the installation, in Add & Remove Programs and this gets it working again.
Also Reboot your whole Mac as that also helps, Publisher in my testing is very hard to get working, but when it does you can make documents happily.
