It's a bit obvious, but lowering your video settings will increase the FPS you get. Keep in mind that you won't be able to see the rain in Hard Rain if Effect Detail is set to low.
2. Set VideoMemorySize to your video card's correct memory amount in the registry.
In the registry, navigate to HKEY_CURRENT_USER/Software/Wine/Direct3D and create a string value named "VideoMemorySize", then modify the value to reflect your card's memory amount. Normally CrossOver/WINE tries to guess the amount, and it might be guessing wrong.
To get into the registry, select "Run Command" from your CrossOver Programs, then choose the bottle Left 4 Dead 2 is installed in and type "regedit". Alternatively, just run "cxrun", which is located at yourcxgamesfolder/bin/.
3. Fool around with UseGLSL in the registry.
Some people might experience a performance boost with GLSL enabled, while others will while it's disabled. Go into the registry, and navigate to HKEY_CURRENT_USER/Software/Wine/AppDefaults. Create a key named "left4dead2.exe", and then another named "Direct3D". Then, within Direct3D, create a string value named "UseGLSL" and try setting it to "enabled" and "disabled", whichever works best for you.
Alternatively, you can also set UseGLSL in HKEY_CURRENT_USER/Software/Wine/Direct3D, but that'll set the value you choose for all the games within that bottle.
