IE 7 won't start on Ubuntu 12.04 Precise

After installing IE 7 using all defaults on a relatively clean Ubuntu 12.04 system, every time I started Internet Explorer it gave me a save file dialog and then closed.  I tried the RunOnceHasShown/RunOnceComplete tip (using both string & dword keys) but no luck.  After searching support tickets, I found the following command in ticket 889054 which fixed it for me:
echo 0 | sudo tee /proc/sys/kernel/yama/ptrace_scope
To make this persistent across reboots, you'll need to change /etc/sysctl.d/10-ptrace.conf to match this line:
kernel.yama.ptrace_scope = 0
