I found this fix on the Wine HQ page for Halo: Combat Evolved.
Use "Run a Windows Command" under your CrossOver menu and navigate to the Halo installation directory. Double-click on "halo.exe", now edit the command as follows:
replace "youruserid" with your name and replace "foo" with the name of the bottle where Halo is installed. "-use14" changes the shader level that the application uses and now the flashlight should render correctly.
