(NOTE) On Garrysmod.com it is stated that Garry plans to update how the ADDON function will work in Garry's Mod but expressed a desire to wait until Half-Life 2 : Ep 3 was released to take advantage of the newer engine! If there ever is such an update this info may not be applicable
The essence of Garry's Mod has become the ability to add new non-official content to the game for customization, movie making, etc.
The best place for finding such add-ons is Garrysmod.org (officially supported by Team Garry)

Here you'll find various folders such as "addons", "materials", and "lua"*
Most stuff is simply created in "Addon Format" which means within it's folder the files are organized how Garry's Mod is organized with a "info.txt" file providing Garry's mode with basic details of what it's adding.
other items are not in addon format and must be placed in their respect folders in the Garrysmod folder located above.
Files can be turned into addon format by organizing them all in one folder to match the paths in the "Garrysmod" folder and then placing the "addon.txt" file in the folder which is then placed in the "addons" folder.
