I tried installing Foxit Reader 2.3 through the the Windows installer wizard, but it didn't work, so I remember that you don't actually have to install Foxit Reader to use it. So I ran the installer wizard with the 1 file exe standalone version and it launched under the wizard, so I knew it worked with Crossover, but I would rather be able to just run it directly, so I tried opening it up with Crossover Professional, but it complained that there wasn't a default bottle, so I finally saw that you could Run a Windows Command and launch it from there and it worked fine, so I then created a shortcut to that "command" and now I can run it by double clicking on the desktop icon of it.
