UPDATE 2024-03-14: If you've installed the game via the "Install" button in the app, rather than through Steam in an existing bottle, you shouldn't need to do this. Crossover's installer will do it for you.
If you try to run this game, it will try to install the .Net Frame Work redistributables. They will not install, but rather sit there for ever trying. Instead you need to have .Net 3.0 and 4.0 already installed and move/rename/delete the the folder ../Steam/SteamApps/common/FINAL FANTASY XIII/_CommonRedist/DotNet. The game will then load.
