I suggest to run the game in DirectX 8.1 for the best performance. To do that right click on Empires in the Steam games tab and click Properties. Open Launch Options and add "-dxlevel 81" without the quotes. Close the Properties and launch the game. Once the game loads, quit. Remove the command "dxlevel 81" from the Launch Options and then the game is ready to be used in DirectX 8.1.
