There is an issue that has been seen by a few people on the forums regarding the way the installer loads all of the Extension Manager's DLLs.
If you think you might be having this problem, try running the EM from a command line with the '--verbose' option and see if you get errors like: err:module:import_dll Module (file) Extensions.dll (which is needed by L"C:\\\\Program Files\\\\Macromedia\\\\Extension Manager\\\\Extension Manager.exe") not found err:module:import_dll No implementation for Gemstone.dll.??1CMacrPath@@UAE@XZ imported from L"C:\\\\Program Files\\\\Macromedia\\\\Extension Manager\\\\Extension Manager.exe", setting to 0xdeadbeef
