In the File -> New dialog, the tabs (General / Templates) do not switch properly. When you attempt to switch tabs, the tab contents become blank and will not reappear no matter which tab you select.
The work-around:
To get access to your templates, use the Assets tab (Window -> Assets or F11) and select Templates. Select the desired template and right-click. Select 'New From Template'.
