Intentionally or not, enabling FSR3 and frame generation after the 2.13 patch disables the ability to enable fullscreen mode.
Go to Cyberpunk 2077 in your steam library > "Manage" gear icon button on the far right side of the screen > "Properties..." > "General" > "Launch Options" > Type in "-fullscreen".
Only problem is changing any other setting and applying it in game will disable fullscreen once again. Restarting the game should fix it once again.
