The game will attempt to run in fullscreen mode in 800x600. You can select higher resolutions in game and try to set them but this will not work unless done when the game runs in an emulated desktop.
After you have selected the correct resolution and the game applied it, you can close the game, close Steam, deselect the option to run in an emulated desktop. Start Steam again and when you press the Play button the game should run at correct resolution.
