To install Bulkr you need a bottle with Adobe Air installed. On the download page you see a big button "Install now". Clicking this button tries to download and install a file named bulkr-<VERSION>.air This won't work in your regular browser, because there is no Adobe Air :) Instead open the page in IE or another bottled browser and click.
When bulkr is installed, you can copy the folder and place it in other bottles. Maybe you can find a zipped version of bulkr ready to download like here: http://www.chip.de/downloads/Bulkr_42920824.html
