Yes, this is a known issue. It's on our list of bugs to try to fix, but it may be out of our hands.
Here's what's happening, as we understand it: some games, when they know they're going to run in full-screen, set up the game window without window decorations from the very beginning. UT, however, sets up its window with window decorations initially and then tries to change it to not have the decorations when it goes into full-screen mode. This seems to run afoul of some policies built into quartz-wm, a component from Apple's X11 that CrossOver uses to achieve good integration with the Mac GUI. Quartz-wm simply refuses to change the window's attributes, and continues to tell CrossOver to draw the title bar, etc.
