unwanted paste format

Most of the time, when i paste into telegram an image capture by Greenshot, the result is usually what I want - a photo gets pasted; but sometimes the only paste option on offer is a file. What causes that or how can it be avoided ? I run Telegram v1.1.23 in Win10 on a desktop tower PC.
