Access Control

We have a company with 5 divisions. 4 divisions have 4 departments + Finance

Can Access Control be assigned as follows:
Department Head has access only to department accounts.
Division Head has access to all department accounts in that division only.
Finance and CEO have access to all division and department accounts.

Can this be done with Tally off the shelf (default)? If not can it be done via Tally Development Language?
