qAdmin: Cannot perform this operation on a closed dataset

Hello,

my problem is, that i cannot edit this database with the tool: SQLite Administrator. On the bottom left it shows also: SQL Error: file is encrypted or is not a databse. SQLite 3.5.1.

I'm using php 7.3 with sqlite from the standard installation on windows 10 latest.

I build a webapp which can acces this database (read/write) without any problems. I tryed it with SQLite Admin in the admin modus but i didn't work.
