I was able to successfully install SiN in a Win98 bottle on the following machine:

In order to install the game, it was necessary to not use the root directory launcher/installer since this hangs the system. I used the setup program in the Setup subdirectory.
I was also able to successfully install the unofficial Version 1.11 Patch (sin_111_from_100.exe).
The SiN Mission Pack: Wages of Sin expansion pack also installed properly into the same bottle, and this upgrades the version to 1.03.
There are some issues with the menu system, but nothing that prevents navigation. Specifically, entering the main menu seems to trigger alternating screen resolution mode changes (or something along those lines) between the game and the desktop. Clicking the left mouse button caused the menu to stabilize and be useful. I saw the same thing happen once or twice in other menus as well, but clicking the mouse several times put an end to the problem.
In level performance seems to be on a par with a comparably equipped Windows 98 machine with no graphical anomalies. Sound effects seemed to work fine as well.
I have not tested multiplayer/network functionality.
