After following instructions, it runs, you can highlight buttons, but can not click. Using the original exe does not even run. The no-cd exe is the one that causes the problem.

to fix mouse problem set
ForceHardwareCursor=1
ForceLowCPUBackgroundVid=1
in your C drive /windows/profiles/..../Application Data/Microsoft Games/Rise of Nations/rise2.ini
using 7.2.0 this does not seem to clear trouble.
