Puyo Puyo VS 2 has been in development since the beginning of 2012. Various beta releases have been made every-now-and-then. In order to REALLY help the development of the game improve, you should register on the Puyo Nexus forums and post a bug report... hopefully with the next release, things will be slightly (if nnot drastically) better.
P.S. Yes, there IS a PPVS1, but once the announcement of PPVS2 came about, the development of PPVS1 discontinued
The in-game text is a mix of english and japanese (since Puyo Puyo originated from there), but it's still easy to navigate, as almost all of the menus are in english

Known issues: Assigning keys/joystick buttons is a little glitchy... when you try to assign a key/joystick button, the prompt to select a key/button flashes in and out super fast. Also when using a joystick, the buttons act like their on turbo settings all the time. I know it's not my controller because I can use Kega Fusion Linux perfectly fine with it. Also this game seems to ignore Joy2Key (at least the windows version if you're running it on Crossover as well as PPVS2). However, if you're content with just using the keyboard, then you should have no trouble at all since the keys function like they should with no glitches
EDIT: I think the joystick detection/turbo problem has to do with Crossover itself. I tried testing out the joystick through Crossover and found multiple instances of my controller when all i have is only ONE controller plugged into my computer
Now the problem is if there is a way to correct this and delete the duplicates so i can see if the controller is working correctly on this game. Also if possible if the other problem is that JoyToKey needs to be in the same bottle as the game itself. And if thats the case, how would I be able to get that to work?
Mac Users: No need for Crossover, as there is a Mac version of this game available at the site
Known issues For Mac:
-aspect ratio is not enforced game window and starts slightly stretched
-replays are stored within the app bundle
