Won't download or self-update

The latest version seems to be working in a Windows 7 bottle, as long as you have the right versions of .NET installed, but downloading mods or self-updating fails. I'm thinking this might be a .NET issue, but I have no idea. Anyone have any thoughts?

Seems to be fixed in the latest Community version.
