Using 16.1.0, I can get it working. I created a Windows 10 64 bit bottle, installed Directx for Modern Games, .NET 4.6.1, Visual C++ Runtime 2015, and Steam. I then installed it via steam. If the mouse leaves the screen, it will crash. You can set it to fullscreen or just run it in it's own X process (this what I did, using a script like xlaunch). I get a 503 error from the launcher (just click OK); installing IE might fix that. I'm just happy it's running at this point, first time since Mortal Online switched to Unreal Engine 3. In running around, I didn't see any issues other than what appeared to be an issue with bloom (highly reflective surfaces showed up as white pixels).
