pop ups open behind main outlook window

Is there some way to make the new mail and open mail pop ups, open in front of the outlook window as opposed to behind it. I'm running Ubuntu 8.04, and every time you open a message or go to create a new message it opens behind the main outlook window. You have to click it twice in the task bar to get it to go to the front which is incredibly annoying.
