Outlook 2003 and scheduled syncs

I installed Outlook 2003 and everything is working well enough for me. The only thing I can't seem to get working is scheduled syncs (IE download my new mail every X minutes). I've tried marking both the online and offline settings just in case that Outlook was confused about whether I was online or not. Anyone else have this problem? Right now I have to remember that the it isn't syncing and hit F9 every so often to pull mail down.
